That mirror condition is written into the statute itself: NRS 484D.440 only allows any-darkness rear glass on a vehicle equipped with outside mirrors on both sides that give the driver at least 200 feet of rearward visibility. That is standard equipment on virtually every car, truck, and SUV built in decades, so in practice it almost never changes what a Henderson driver can legally do — but it is the actual legal hook the dark-rear-glass rule hangs on.

Medical exemptions
Nevada allows a medical exemption for darker front-side tint through the Nevada DMV's Form DO-200 (Application for Window Tint Exemption), backed by a documented physician statement tied to the driver's qualifying condition and filed for a specific vehicle by VIN. Even with an approved exemption, the state will not approve tint darker than 20% VLT, and the permit is issued for either a 4-year term on a temporary condition or an indefinite term on a permanent, stable condition.
